Army RFP: Process Safety Management (PSM) Support

DESCRIPTION OF REQUIREMENT:  Crane Army Ammunition Activity (CAAA), Crane, IN, operates multiple processes that are covered under the OSHA Process Safety Management (PSM) standard [29 CFR 1910.119]. In order to comply with the PSM requirements, the company is seeking to hire a qualified contractor to perform a comprehensive programmatic review of the PSM program to identify gaps, evaluate risks, recommend actions, and take appropriate mitigation measures.

OBJECTIVE:  The purpose of PSM is to stop unwanted release of hazardous chemicals or explosions which could expose employees and others to serious hazards. Proactive identification, evaluation, and mitigation or prevention of releases that could result from a failure of process, procedures, or equipment is required for full compliance.

SCOPE:  The contractor shall perform a comprehensive and systematic review of the PSM Program for all covered processes defined under OSHA standards and Army regulations and implement actions to comply with PSM requirements.

SPECIFIC TASKS:  Crane Army Ammunition Activity anticipates the following to accomplish the objective:

  • Evaluating and improving existing safety and health programs to keep employees and their representatives informed of relevant PSM elements, such as but not limited to, training, hazard assessments, and incident investigation findings.
  • Developing a process and associated documentation to capture the dissemination of information to employees and receive their feedback.
  • Compiling all written process safety information for chemicals, process technology, and equipment into a database on the company network so employees fully understand hazards and safe operations of each process.
  • Compiling and developing details on equipment to ensure they are in accordance with appropriate design codes.
  • Defining and identifying critical process equipment.
  • Developing a process and associated documentation to ensure all training is captured, including informal safety training and engagement of employees, including maintenance.
  • Creating a comprehensive checklist for the Pre-Startup Safety Review.
  • Consolidating information on how equipment and systems are inspected.
  • Evaluating and improving the Management of Change program such that any changes in a process are reviewed for safety impacts and the associated documentation is accessible.
  • Evaluating and improving the incident investigation process such that corrective actions are appropriate and resolved in a timely manner in accordance with Army Regulations and the requirements of 29 CFR 1910.119(m).
  • Evaluating and improving existing Emergency Action Plans for compliance with 29 CFR 1910.119(n), including responses for small releases and upset conditions.
  • Any suggested mitigation actions shall be reviewed and approved by CAAA prior to enactment or declined with comments for further enhancement.
