Army Draft RFP: Integrated Personnel and Pay System – Army (IPPS-A)

The Army Contracting Command – Aberdeen Proving Ground (ACC-APG), on behalf of the Project Manager (PM) Integrated Personnel and Pay System – Army (IPPS-A) under U.S. Army Program Executive Office Enterprise Information Systems (PEO EIS) is seeking information on a DRAFT Request for Proposal (RFP) and corresponding attachments in support of Army Military Pay.

This is a non-personal services contract to obtain Contractor services to develop an Army Military Payroll (AMP) solution using the Oracle PeopleSoft Global Payroll application. The Army launched the Integrated Personnel and Pay System – Army (IPPS-A) Increment II (Inc II) production baseline for Human Resources (HR) processing in December 2022 utilizing PeopleSoft Human Capital Management (HCM).

The new AMP capability will be integrated with the IPPS-A production baseline. Development will consider

  • Agile execution combined with Development, Security, and Operations (DevSecOps) for all activities / tasks to allow for Continuous Integration / Continuous Delivery (CI/CD) and compliance with the Continuous Risk Management Framework (cRMF),
  • task automation to reduce / eliminate manual effort, and
  • innovation and creativity in problem-solving…

Overall IPPS-A program objectives include:

  • Provide incremental releases based on Agile execution and DevSecOps using automated CI/CD pipelines where possible, aligned with the IPPS-A production baseline architecture and processes
  • Use Agile development methods, where functional and technical development team members and the Army collaborate daily
  • Provide preventive and corrective cybersecurity and information assurance to not only meet cRMF compliance requirements but to provide robust and innovative defense of soldier data…
