Acquisition Summary

This acquisition is a performance-based Task Order (TO) that entails the execution of complex professional services. The scope of this TO is to provide support for all Outreach and Engagement (O&E) activities, programs, policies, and resources, including:

Primary Place of Performance: Alexandria, Virginia (VA), and the contractor’s site, with additional performance anticipated at geographically dispersed locations, both within the Continental United States (CONUS) and Outside the Continental United States (OCONUS).

Contract Overview

The MC&FP and AAS Contracting Office propose issuing a sole-source hybrid Task Order with the following elements:

  • Cost-Plus-Award Fee (CPAF) for Labor Contract Line Item Numbers (CLINs)
  • Cost-type CLINs for Long-Distance Travel, Other Direct Costs (ODCs), and Contract Access Fee (CAF)

This Task Order will be issued under GSA’s One Acquisition Solution for Integrated Services (OASIS) Unrestricted Indefinite Delivery, Indefinite Quantity (IDIQ) Pool 1.

The MODES Bridge TO is essential for:

  • Continued support of MC&FP’s O&E activities, programs, policies, and resources, including stakeholder affairs, strategic communications and analysis, CCS, digital strategies, and military community engagement
  • Sustaining and enhancing the MC&FP IT Enterprise to enable fully integrated O&E operations and content delivery platforms

Justification for Sole-Source Award

A sole-source award to Miracle Systems, LLC is deemed appropriate due to the urgency of MC&FP’s needs. Delays caused by a competitive process would result in unacceptable disruptions to critical services.

  • Bridge Task Order Rationale:
    AAS is actively working on a competitive TO for MODES requirements under the OASIS+ Small Business (SB) IDIQ. However, delays caused by protests have rendered the OASIS+ SB vehicle unavailable.

    • This bridge TO ensures continuity of service until the competitive action on OASIS+ SB is completed (anticipated by Q4 FY 2025).
  • Current Support:
    Miracle Systems currently supports MODES under an expiring TO, with all viable option periods exercised. The current TO expires in January 2025.
  • Impact of Service Lapse:
    A delay or lapse in services would critically undermine MC&FP’s ability to provide O&E support to service members and their families.
