APV (apvit.com), a Woman-Owned Small Business (WOSB) and 2026 OrangeSlices Elev8 GovCon Honoree, has been awarded a new multi-year contract to continue engineering the outreach and education technology behind the Domestic Hemp Production Program (DHPP) on behalf of the U.S. Department of Agriculture’s Agricultural Marketing Service (USDA AMS). APV won the award in an open competition against five other bidders under the GSA MAS contract vehicle – a strong vote of confidence in the results the team has already delivered.
The award builds on APV’s work in standing up the Hemp eLearning Platform (HeLP). This digital backbone connects hemp producers, state and tribal programs, testing laboratories, and sampling agents to the regulatory framework established under the 2018 Farm Bill. Rather than treating this as a conventional training buildout, APV engineered an interactive, modular learning architecture – built on an enterprise LMS and designed to scale nationwide – that turns some of the federal government’s most technical hemp regulations into fast, self-paced, on-demand experiences. The team has gone further still, piloting AI-powered mobile tools that automate and simplify compliance reporting, moving DHPP stakeholders away from manual paperwork and toward intelligent, streamlined workflows.
HeLP is APV’s second mission-critical technology platform inside USDA AMS. The company also engineered the digital learning and process-automation infrastructure behind the National Organic Program (NOP), including interactive eLearning, video-based training, and a purpose-built automation tool for NOP’s Course Writing Awards Program that eliminated manual bottlenecks in its review workflow. Across both programs, APV’s differentiator remains constant: this isn’t off-the-shelf training – it’s custom-engineered digital infrastructure delivered as learning, whether the audience is a hemp producer, an organic inspector, or a federal workforce trainee.
“Being trusted with a second mission-critical program inside USDA AMS speaks to the kind of partner we set out to be,” said Nandita Gududuri, President of APV. “We don’t build generic training – we build technology-driven learning ecosystems powered by AI and automation that actually reach the people who need them, whether that’s a hemp producer navigating a new regulation or an organic inspector managing a caseload.”
This award reflects APV’s broader capabilities across AI and intelligent automation, data platforms and advanced analytics, digital modernization, and emerging technology solutions. Those same pillars power the company’s AI Mentor platform, recognized with the 2026 FORUM Disruptive Tech Award and the 2025 ACT-IAC Innovation Champion Award for its work with the Air Force Civil Engineer Center. APV continues to scale this innovation-first approach across a growing federal footprint spanning USDA, HHS, DoD, and DHS — proving that the future of federal training isn’t training at all. It’s technology.
