Analysis: Points needed to win a spot on the $8.5B DHS PACTS III IDIQ

Lots of questions “regarding points needed to win PACTS III. My personal crystal prediction ball is on holiday, so in its place, Jim Turner and our fabulous #FedPipeline team created a PACTS III Contractor Teaming Report for each of the 3 Functional Categories. We pulled federal prime contracts held by small businesses by NAICS and PSC and did some point calculations.

Without accounting for federal subcontracts or commercial contracts…here are some numbers to plan your captures by:

FC1 – 541611

  • 8(a): [13] vendors > 4,000 points and [2] vendors > 8,000 points.
  • WO: [12] vendors > 3,000 points and [2] vendors > 8,000 points
  • SDVO: [17] vendors > 3,000 points and [3] vendors > 7,000 points
  • HUBZ: [11] vendors > 3,000 points and [2] vendors > 8,000 points

FC2 – 561110

  • 8(a): [11] vendors > 100 points and [2] vendors > 400 points
  • WO: [10] vendors > 100 points and [2] vendors > 1,000 points
  • SDVO: [9] vendors > 65 points and [4] vendors > 100 points
  • HUBZ: [5] vendors > 100 points and [2] vendors > 200 points

FC3 – 541330

  • 8(a): [15] vendors > 4,000 points and [2] vendors > 10,000 points.
  • WO: [17] vendors > 5,000 points and [2] vendors > 19,000 points
  • SDVO: [17] vendors > 8,000 points and [3] vendors > 20,000 points

As with all conclusions based on FPDS data, your mileage and information may vary. FPDS is not perfect, but it is the database of record for federal contracts.
