Air Force Shifts MPES Modernization Strategy, Cancels Planned Follow-On Recompete

The Air Force has announced that it will no longer pursue the anticipated follow-on recompete for the Manpower Programming and Execution System (MPES).

According to an update provided to industry, the Government is moving forward with a modernization strategy that will transition MPES capabilities from the legacy environment into an enterprise cloud architecture.

The decision follows an Industry Day and market research activities conducted earlier this year as the Government gathered feedback on potential approaches for the future of the platform. MPES supports Air Force and Space Force manpower programming, execution, reporting, and analysis functions and had been expected to undergo a follow-on competition focused on ongoing sustainment and modernization activities.

Instead, the Government indicated that future requirements associated with cloud infrastructure, sustainment, and related support services will be evaluated separately and, if necessary, competed as new standalone efforts or incorporated into broader enterprise-wide solutions.

While the announcement closes the door on the anticipated MPES follow-on procurement, it also signals a broader shift away from sustaining the legacy environment and toward an enterprise cloud modernization approach. As those modernization efforts mature, future requirements may emerge through separate acquisitions aligned with cloud infrastructure, sustainment, or larger enterprise transformation initiatives.
