Objective(s): This Performance Work Statement (PWS) describes the services requiring support to provide program management and administrative support in various aspects of Defense Property Accountability System (DPAS), Automated Vehicle Integrated DataExchange (AVID), Commercial Internet Service Provider (CISP) and Information Technology (IT) projects. These services include coordinating business processes, providing strategic, operational, and tactical-level support through various agencies. The contractor shall provide DPAS technical and functional support on three operational fronts: 1) Project management and administrative support to the program; DPAS project management, database and web-enabled database program administration. 2) Technical support to the program; DPAS computer programming, database and webenabled database support as well as webpage application support throughout the program and application development lifecycle. 3) Training support; Develop and maintain Air Force vehicle enterprise specific DPAS training to support program. The contractor shall provide Information System Security and Technical Support on eight operational fronts: 1) Execute Information System Security Manager (ISSM) responsibilities and duties 2) Maintain Authority to Operate (ATO) and complete required Information System Continuous Monitoring (ISCM) for the DAF Automated Vehicle Integrated DataExchange (AVID) program 3) Maintain Authority to Operate (ATO) and complete required ISCM for the DAF Commercial Internet Service Provider (CISP) program 4) Perform project management for Information Technology (IT) programs, applications and proposed solutions developing lifecycle management, development and application design 5) Solutions engineer to review new or emerging technology, applications or systems providing security capabilities and reports; proposing way forward for approval, use and/or viability within vehicle fleet management enterprise 6) Obtain Interim Authority to Operate (IATT) and/or ATO for systems when required; advise on timelines for IATT, ATO and FedRAMP approvals for current and proposed systems within vehicle fleet management enterprise 7) Translate complex security issues into appropriate language for unit leadership 8) Work innovative solutions to complex information system security issues
