Air Force Begins Market Research for Enterprise PLM Support

The Air Force is conducting market research to refine the next phase of its enterprise Product Lifecycle Management (PLM) environment. Through this sources sought notice, the Air Force is seeking industry feedback on technical approaches, market capabilities, and potential solutions to support the continued evolution of its PLM capability.

The effort supports the Air Force’s Enterprise Product Lifecycle Management initiative, which uses Siemens Teamcenter hosted within the Cloud One environment to manage weapon systems throughout their lifecycle. According to the notice, the Air Force is working to address fragmented legacy systems, disconnected data, and inconsistent business processes that limit enterprise-wide integration and decision making. The agency states that vendor feedback will help refine requirements and inform future acquisition strategies for the evolving PLM environment.

The draft Performance Work Statement outlines an effort centered on sustaining and standardizing the Air Force’s existing Teamcenter environment rather than developing a new software platform. The scope includes reactivating and maintaining Air Force-owned Teamcenter licenses, upgrading inactive licenses to current software versions, and providing ongoing maintenance and original equipment manufacturer support. The Air Force also reserves the right to renew maintenance for existing active licenses and exchange current licenses for future Siemens software as operational needs evolve.

The draft requirements also include technical support for configuration, integration, deployment, system architecture, performance, scalability, and integration with existing Air Force applications. Additional support may include participation in technical working groups, installation services, product delivery, and customer support for the Capability Support Office. The draft PWS also includes optional work to deploy the enterprise Teamcenter platform into Secret and Top Secret cloud-hosted environments, including security engineering, Authorization to Operate support, vulnerability scanning, and cybersecurity testing for classified deployments.

The Air Force states that the contract is intended to provide flexibility to support varying quantities of software products and services through an IDIQ structure while standardizing Teamcenter implementations that currently vary across multiple Air Force locations. The draft PWS also identifies performance expectations for sprint execution, software quality, help desk responsiveness, incident resolution, and task order management.
