The justification notice reads:

The Department of Veterans Affairs (VA), Office of Procurement, Acquisitions, and Logistics (OALC), Strategic Acquisition Center (SAC) in partnership with Veterans Health Administration (VHA) Digital Health Office (DHO) awarded a non-competitive firm fixed price sole-source award to Agile Six Applications, Inc. (Agile Six) (UEI: UP4JHKJQ9MQ7), a Service-Disabled Veteran-Owned Small Business (SDVOSB), to provide comprehensive project and program management support and business analysis to include business requirement elicitation/definition, business process modeling, information architecture modeling, data analysis, human centered design, and tooling support, strategic and budget planning support. Provide testing support services for development/production environments and user acceptance facilitation and production release readiness and deployment support to include integrated change management of newly formed Digital Health Office.

The statutory authority permitting other than full and open competition is 41 U.S.C.§ 253(c)(5) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-5 entitled, “Authorized or required by statute”. The applicable statute is Public Law 109-
461: “Veterans Benefits, Health Care, and Information Technology Act of 2006” specifically, the “Veterans First Contracting Program” outlined in 38 USC § 8127(c).
