Army Sources Sought: Army Housing Enterprise System (AHES) Information Technology (IT) Services Support

The Office of the Deputy Chief of Staff, G-9 (DCS, G-9) requires information technology support to the Army Housing Division to provide technical support for the Army Housing Enterprise System Network environment and its subsystems:  Army Housing Online User Services (AHOUS) and the Army Housing Environmental Health Response Registry (HEHRR).

The Office of the Deputy Chief of Staff, G-9 (DCS, G-9) requires information technology support to the Army Housing Division to provide technical support for the Army Housing Enterprise System Network environment and its subsystems:  Army Housing Online User Services (AHOUS) and the Army Housing Environmental Health Response Registry (HEHRR).  The systems are instrumental in assuring the Army Housing Program is vigilant in responding to the growing need for quality affordable housing and barracks for Soldiers and Families.  The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform AHES Onsite IT Technical Support as defined in this Performance Work Statement except for those items specified as government furnished property and services.  The contractor shall perform to the standards in this contract.

This Performance Work Statement identifies the support needs to maintain the life cycle operability of the AHES network.  The Government requires technical information technology support in the following areas:

• IT business advisory services,
• requirements gathering and system analysis;
• systems design and modernization;
• database engineering and maintenance;
• formal product/system testing;
• client advising;
• end-user support;
• application maintenance and testing;
• social media support, (
• information assurance (IA) services;
• configuration management;
• operational and other related technical and functional support services, and (m) project management support.

The Contractor shall provide all personnel and supervision necessary to perform the services defined in the PWS. All tasks shall be performed to the standards set forth in this document. The Contractor shall have an in-depth understanding of the requirements and the requisite depth and breadth of experience to make the program a success. The Contractor shall provide personnel that have the capability and experience to focus on, manage and execute the daily activities required to support this requirement.  The scope of work for this contract encompasses technical support services, including software and systems engineering, security management/cybersecurity, mobile app maintenance, website administration, programming, cloud administration, social media administration, and program management services for the continued sustainment of the AHES network environment and its subsystems:  AHOUS and HEHRR.

The sustainment of the subsystems requires application software maintenance, that will entail incorporating software changes, testing, and documentation mandated by documentation mandated by user requirements (guidance will be advised by functional assigned (DAIN-ISH) Army Housing Government Representative), changes in housing regulations, new executive software releases, and hardware and software modifications.  Support of software maintenance requires a thorough knowledge of the AHOUS and HEHRR functionality. In addition to software changes, sustainment support requires customer assistance, user support, software installation, process improvements, and operational support of the Army’s Cloud Management Agency (ECMA) and DCS, G9 Information Technology Directorate (ITD) associated team as it relates to the hosting requirements of AHES within the cArmy Cloud environment.

The period of performance shall be for one (1) Base Year of 12 months and four (4) twelve-month option years.
