The DCSOPS delivers a broad range of administrative, technical, and operational support and services to USAMRDC, the Army, Department of Defense (DoD), international partners, internal & external parties, and other Federal Agencies. DCSOPS helps USAMRDC leverage mutually beneficial capabilities from partners and fosters collaboration initiatives.

The objective of this requirement is to provide technical and administrative support services to the DCSOPS within USAMRDC headquarters by carrying out activities that support DCSOPS missions and responsibilities. Some of the tasks under this requirement require an active SECRET clearance for performance for duties. All staff must have a minimum of a Tier 1 (T1) background investigation. A SECRET Facility Clearance will be required at time of award for performance under this requirement. Specific tasks are detailed in the attached draft Performance Work Statement (PWS). The main support and task categories cover three main areas: Outreach and Innovation Support, Operations Support and Management, and Partnership Support.

DCSOPS Mission Areas include:

  1. Operational, readiness, mobilization, deployment, and contingency planning for USAMRDC and Direct Reporting Units (DRUs). These areas include, but are not limited to:
    1. Continuity of Operations Planning and oversight.
    2. Quarterly Training and Readiness oversight and reporting.
    3. Enterprise Task Management Software Solution
    4. Emergency Management Planning and Oversight along with Emergency Operations Center (EOC) Management.
    5. Civilian Education System (CES) Training management and tracking.
    6. USAMRDC Professional Filler System (PROFIS) Training and Readiness Program management
    7. Security Operations and Overseas Force Protection Operations coordination and management. Security Operations include the execution and oversight of the following programs, Personnel Security, Physical Security, Industrial Security, and Anti-Terrorism/Force Protection.
  2. Serious Incident/Command Incident Reporting.
  3. USAMRDC Intelligence and Biological/Chemical Security Program implementation and oversight.
  4. USAMRDC Command Organization Inspection Program and Staff Assistance Visits coordination.
  5. USAMRDC Collaboration and Outreach Efforts to include coordination of:
    1. Event and meeting planning, conference management, Vendor Days support
    2. New Products and Ideas (NPI) administration
    3. Interagency liaison support, Support Agreement Management, International Affairs and exchange program support, business development outreach. Business Development Specialist is an optional position.
    4. Science, Technology, Engineering, and Mathematics (STEM) educational activities coordination and Army Education Outreach Program (AEOP) liaison support
  6. Strategic Management to manage the strategic plan, process improvement, and metrics.
