The CMS-focused SDVOSB and small business community will need to keep on its toes is seems. Those who attended the CMS Industry recap event last night received the latest scoop (more here) on the recompetition of this requirement to support the collaborative data management system. The most recent word is that the RFP, scheduled to be released as early as February 1, 2024, will be going out as a total small business set-aside action (the incumbent is large) and there is a significant push underway to have this go out as an SDVOSB set-aside since the incumbent was an SDVOSB and there is some concern about the impact on CMS small business numbers if this goes out as a standard small business set-aside.

More information will be shared here as it is made available and do know this has the potential to change quickly. What we know will be a constant is that firms will be working overtime to influence the final acquisition decision.

The UCM RFP, which is scheduled to be released in early 2024. will not sneak up on any firm that regularly plays at the Centers for Medicare and Medicaid Services, but OrangeSlices is aware (based on conversations at yesterday’s industry day) that at least one serious contender is still fielding calls from small business partners who are working to bolster their team, as they strive to meet the extensive small business requirements that are expected to be a part of any solicitation. We suspect others are as well, with a need for highly specialized Data Management and BI expertise in high demand and/or for those who maintain strategic relationships within CPI.  

Last awarded to TISTA in 2019 as a 5-year $80 task on CMS SPARC, the obligated funds on this contract to support the collaborative data management system that aids CMS, Medicare Administrative Contractors (MACs), Unified Program Integrity Contractors (UPICs), law enforcement, and other stakeholders to manage and track fraud, waste, and abuse cases, has ballooned to more than $110M (See Details and Spend to Date here – 5FCMC19F0002). 

Forecasted to be released as early as February the next iteration of this contract is expected to go out on GSA MAS as a partial small business set-aside action, with firms still working to influence what that looks like.
