  1. Seems like it was quite a low dollar bid for the higher-end work required. For the government stated level of effort from the procurement, once you take the travel and surge out of the funding, the awardee average hourly rate across all the contract is only about $64 per hour. Cloud Systems Engineer, Programmers, Software Engineers, Web Programmers, Data Center, IT Analysts, QA Staff, and other IT staff, etc. Goes to show you that the Government is willing to not assign a risk to low bid submissions.
