DHS CBP RFI: Application Development and Operation and Maintenance Support

The purpose of this contract is to obtain application development and operation and maintenance support services for the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) Cargo Systems Program Directorate (CSPD) to develop and support cargo systems applications.

The scope of this requirement shall include, but is not limited to, the CSPD programs and projects identified below:

• ACE capabilities and features such as the ACE Portal, Collections, Cargo Release, Post Release, International Trade Data System (ITDS), Manifest, Automated Export System (AES), and Business Intelligence and Reporting functionality
• ATAP capabilities and features such as Data Ingestion and Integration, Case Management, Data Visualization, and Advanced Analytics. The scope also includes cross-functional support for the Agile Teams.

The Contractor Development Teams and Support Teams shall assist the CBP CSPD in accomplishing ten (10) objectives, under three (3) task areas, as described below:

1. Achieve high stakeholder satisfaction through agile development and delivery of valuable software features, to include: i) Regular demonstration and delivery of newly developed software functionality at the user story, feature, and release level. ii) Successful implementation of the agile planning, development, testing, communication, and organizational practices described in this document as the means to develop and deliver software. iii) Responsiveness to changes in priorities and requirements. iv) Effective collaboration with business and technical stakeholders.
2. Optimize cargo systems applications for operational utility and cost efficiency, to include: v) Delivery of high-quality applications that maximize system maintainability, reliability, availability, security, and other quality attributes…

CBP is contemplating awarding a single-award five (5) year Blanket Purchase Agreement (BPA) against General Supply Administration (GSA), Multiple Award Schedule (MAS), (SIN 54151S) NAICS code 541519 – Other Computer Related Services, enabling expedited delivery of critical revenue collection and information exchange systems functions as needs arise through streamlined ordering.
