The small business community is taking note as the United States Coast Guard Finance Center (FINCEN) recently announced a planned RFP seeking a contractor to provide services to support data driven processes to assist with the review and revision of procedures and to recommend solutions. This is a new requirement that will support ongoing efforts by USCG to deal with changes to many business processes and financial accounting processes that came about because of newly implemented financial systems.  

The latest word is that this solicitation is expected to be released on GSA OASIS, but no determination has been made at this time as to whether or not this will be a set-aside action for small business. What we do know is that small and large business alike will be working to influence the acquisition strategy for this requirement. More will be shared here as it is made available.
