Objectives.  The objective of this effort is to provide contractor support to DASA-FOI’s Requirements, Resources and Contracts (RRC) which is the single-entry point for all areas of requirements identification, program financial management, acquisition management, investment management, and strategic communications.  Overall objectives include implementing and conducting the following:

  • Enhanced Organizational Structure: assist DASA-FOI in defining its foundational designs, hierarchies, processes, and strategic plans and acquisitions by providing recommendations rooted in private-sector best practices, decisions supported by quantitative scoring and weighting, and observations based on customer input and environmental data.
  • Requirements Management: Assist DASA-FOI with establishing business processes that supports documenting, analyzing, tracing and prioritizing organization requirement requests while controlling change and communicating to relevant stakeholders.
  • Financial Management: provide the organization with timely, accurate and compliant planning, organizing, and monitoring of financial resources with a view to achieve organizational goals and objectives
  • Investment Management: enable a successful transition to a Working Capital Fund (WCF) and provide the agency the tools to make sound IT investment decisions
  • Improved Procurement Positioning: survey the overall procurement environment and develop new DASA-FOI procurement strategies that better position the organization to make optimized decisions, leading to improved consolidation plans, robust requirements, and a clarified contract landscape.
  • Strategic Communications: enable timely and accurate information sharing between internal and external stakeholders with one goal in mind to accomplish FM&C/DASA-FOI long-term strategic planning.

Scope.  The scope of this work is to provide DASA-FOI’s RRC with acquisition, financial, requirement investment management, and organizational communications support which is organized into four functional areas that combine to meet the aforementioned objectives.
