Six Small Business IT Companies Ripe and Ready to Roll at CMS, DHA, DHS, FAA, and DOD in FY 2024

The competitive landscape for the Federal IT and Consulting sector is dynamic, with companies entering and exiting every day for a range of reasons. A goal for any Government and GovCon leader is to identify, establish relationships with, and support firms, and their respective leaders, which are positioned to serve as the next generation of highly successful GovCon small businesses.      

Every other week, we will highlight a handful of very small, but rapidly emerging businesses that are NEW (have been formed and/or launched in the last 3 years), and that should be on your radar as both a potential partner and competitor.      

This week we cover several rapidly emerging woman-owned and 8(a) small business who already making big noise in the Federal sector in areas such as Digital Modernization, Artificial Intelligence, Data Services and CyberSecurity.  

Strategic Innovation Group 

Led by CEO Vikram Agarwal, who left behind a real estate and law career, which had a government contracting focus, to launch a government contracting firm in 2021, this very fast-growing small business, is employing a range of strategies that are typically reserved for large business. These include plans for a string of acquisitions intended to build on core strengths in Professional Services, Digital Modernization, and Data Services, while also adding executive level talent that have a track record of success, to include industry leader Jacqueline Marsteller who joined early this year as the new President and COO. From FAA and DOE, to FTC, DHS and HUD, this is one firm we expect to hear a lot of in the years ahead. #acquisition and #talent

Bull Bear Defense 

Founded in 2020 by President, Jessica McKinley, a proud tribal member of the Caddo Nation of Oklahoma, this 100% Native American owned and SBA certified EDWOSB, WOSB, which offers cradle to grave cyber and IT solutions, is understood to be the ONLY Federal Contracting IT & Cybersecurity company in the State of Ohio run by a federally recognized tribal member! Looking to build on its growing set of past performance, which includes being responsible for all ATO requirements for two major Enterprise US Air Force IT systems, as well as extensive executive level experience working as a Department of Defense (DOD) contractor supporting a wide range of complex IT systems for USAF and DOD, this group is actively networking and thus is rising on the potential partner list for firms who understand the value of a relationship with a tribal 8(a) small business partner.  

Red Pulley 

Ok, they are on this list in part because we really like their name, but, after learning about the recent mentor protegee relationship this SBA 8(a) certified small business struck with a major Defense and Military Health IT player, and the role its President and CEO Ramesh Ramaraj played architecting business proposals that brought in Prime contracts >100M for this partner, our interest was piqued. Armed with an array of new Prime contract vehicle options, to include Navy’s SeaPort NxG, FAA’s eFast and the Joint Artificial Intelligence Center (JAIC) Data Readiness for Artificial Intelligence Development (DRAID) Services BOA, the groundwork is being laid for this company, that specializes in providing innovative end-to-end Enterprise IT services, including software development, big data engineering, artificial intelligence and cloud engineering, to see big dividends in the years ahead.  

We can’t end this week’s report without noting three more very new companies that are just out of the starting gate, but that show the type of promise that make them one to get to know now:

Rubix Solutions

Winning business with the Centers for Medicare and Medicaid Services is hard, but it all comes down to being able to find the right people. Led by Richard Dinnis, this new HUBZone certified small business knows just how to do that, having led staffing and recruiting efforts for some of the most successful firms at CMS.

We like to work with people who have been there and done that. The opportunity to leverage the experience and relationships Gregory Crabb developed as a CISO leading USPS’s enterprise-wide cybersecurity organization, and from improving the cybersecurity posture of the USPS – a national enterprise with $72B annual revenue, 31,000 facilities, 600,000 employees, and a fleet of 220,000 vehicles – has this small business, whose CEO also recently helped to develop the DHS CISA Cybersecurity Division’s Strategic Plan and the Operating Plan, on our radar.
