A little holiday reprieve is in order as the recent word out of DHS is that a solicitation for this 5-year Cybersecurity and Infrastructure Security Agency (CISA) Cybersecurity Division (CSD) contract that directly supports the creation of strategies, processes, procedures, capabilities, and tools to develop, implement, mature the Joint Cyber Defense Collaborative (JCDC) Planning Office activities has been pushed back to Late January.

The recent word out of DHS is that a solicitation for this 5-year Cybersecurity and Infrastructure Security Agency (CISA) Cybersecurity Division (CSD) contract that directly supports the creation of strategies, processes, procedures, capabilities, and tools to develop, implement, mature the Joint Cyber Defense Collaborative (JCDC) Planning Office activities has been pushed to mid-December.

JCDC is an emerging public-private cybersecurity collaborative designed to catalyze a new model of operational collaboration through three complementary goals: First, establish enduring capabilities for persistent collaboration in which participants continuously exchange, enrich, and act on cybersecurity information with the necessary agility to stay ahead of our adversaries. Second, to develop and jointly execute proactive cyber defense plans intended to reduce the most significant risks before they manifest. Third, enable true co-equal partnership between government and the private sector, including through joint enrichment and development of timely cybersecurity advisories and alerts to benefit the broader community.
Continuing JCDC efforts to develop and implement the joint planning function within the Planning Office, a focus for the next iteration of this contract will be to provide support and assistance for Front Office Planning; Governance, Planning and Execution; Risk Analysis and Risk Prioritization; and Adversary-focused Planning and Coordination activities.
IVA’AL Solutions is a known incumbent on the predecessor set of contracts, which was expected to support a range of activities such as facilitating, across federal departments and agencies and the private sector, plans for cyber defense operations; enabling information sharing and creation of pre-positioned playbooks necessary to streamline a coordinated protection, detection and/or response activities; and supporting development of plans for offensive and intelligence activities in support of cyber defense operations. IVA’AL has received a series of sole source awards/extensions to support JCDC planning since 2011, but DHS is now expected to compete the next iteration of this contract as an 8(a) competitive definitive contract, with the RFP tentatively expected to be released in early October of 2023. More details have not been released, but based on the initial response, we are certain that CISA will be fielding its fair share of inquiries from the 8(a) community, especially tribally-owned firms, as they look to influence the direction of this competition.
