OS has been informed that the Department of Health and Human Services Health Resources and Services Administration (HRSA) recently began its market research activities seeking information regarding the availability and capability of small businesses to provide support services for the HRSA Bureau of Health Workforce (BHW) National Practitioner Data Bank (NPDB), a workforce tool that prevents practitioners from moving state to state without disclosure or discovery of previous damaging performance.

The purpose of the specific requirement is to provide Operations and Maintenance (O&M) as well as Development, Modernization, and Enhancement (DME) services for this web-based repository of reports containing information on medical malpractice payments and certain adverse actions related to healthcare practitioners, providers, and suppliers.

As with any small business market research action is unclear whether HRSA is truly open to adding a Prime small business partner, or if this is merely a formality as they justify the rationale for having any subsequent solicitation released as an unrestricted competition. What we do know is that the requirement that any small business has experience managing an individual Prime contract of at least $18M per year and implementing regulatory compliance workflows with external entities such as state licensing boards, hospitals, or other entities, will make it a tall order for most small businesses.

The current NPDB O&M and DME support contract was awarded to GDIT in 2020. Contract Details and Spend to Date for that $112M NPDB Support BPA can be found here. That 5-year contract was competed on GSA GSS and drew 4 bids. GDIT, by way of its 2018 acquisition of CSRA, is a known and longtime incumbent on this program and in support of HRSA. Sky Solutions and technology partner Pega are known key subs to GDIT on this effort.

Given the size and high profile nature of this program, Wayne Berry, the HRSA Small Business Advocate, is certain to receive his fair share of calls from small businesses looking to influence any decisions related to how any RFP, including any set-aside decisions, are made.
