ThinkTek is proud to announce the appointment of Todd Anthony to its executive leadership team as Chief Operating Officer. In this pivotal role, Todd will lead ThinkTek’s core business functions, driving operational excellence, scalability, and cross-functional alignment in support of the company’s strategic objectives.
Todd brings an exceptional track record of leadership and innovation from his distinguished career in the federal government. Most recently, he served as the Chief Procurement Officer at the Internal Revenue Service (IRS), where he oversaw a $4.6 billion contract portfolio critical to delivering tax administration services to the American public. During his tenure, Todd led a comprehensive reorganization of the IRS procurement function, optimized the acquisition workforce, established an acquisition Program Management Office (PMO), and executed approximately $35 billion in Inflation Reduction Act contract actions to advance IRS modernization and transformation.
Prior to his work at the IRS, Todd served as the Senior Procurement Executive at the U.S. Office of Personnel Management (OPM), managing a $2 billion contract portfolio in support of OPM’s government-wide human capital mission. From 2018 to 2019, he also led the transition of the National Background Investigations Bureau to the Department of Defense, earning the first Distinguished Civilian Service Award from the newly formed Defense Counterintelligence and Security Agency.
In his new role at ThinkTek, Todd will be instrumental in identifying new growth opportunities, strengthening the company’s competitive edge, and fostering a culture of innovation that meets the evolving needs of federal clients. His unique insight into the challenges and demands faced by senior government executives positions ThinkTek to expand its capabilities and deliver even greater value to its partners across the public sector.
Todd holds a law degree from American University’s Washington College of Law and began his career in the commercial construction industry, where he spent seven years before transitioning to public service.
