This is a Sources Sought Notice for administrative and financial/budget support, project and facility management support, and records management support.  Please see the attached Statement of Objectives.  ONLY SMALL BUSINESS 8a Vendors with an approved GSA schedules will be considered.  Please submit GSA schedules and capability statements to the POC listed.  SECRET facility clearance required.

Background.  The USTP consists of 21 regions with 89 field offices nationwide and an Executive Office in Washington, D.C.  The USTP’s expansive field structure enables it to participate in about 250 bankruptcy courts, detect and address multijurisdictional violations through coordinated enforcement efforts, and ensure meaningful access to the bankruptcy system by both debtors and creditors. Scope or Mission: As part of the oversight function of Chapter 11 cases, the USTP is authorized by law to assess fees on Chapter 11 debtors.

As part of the oversight function of Chapter 11 cases, the USTP is authorized by law to assess fees on Chapter 11 debtors.  The amount of fees is calculated on a quarterly basis and debtors are mailed an account statement at the start of the first month of a quarter.  For those accounts having a balance due at the beginning of each of the second and/or third months of a quarter, a delinquency statement is also mailed to the debtor.  For those debtors who fail to pay the full amount due after their bankruptcy case closes, a collection letter may be generated and mailed to those debtors as well.

Scope.  Contractor support is needed to assist in the printing and mailing of these statements and collection letters (defined above).  The contractor must have the ability to preprint and manage the inventory of specially designed statements and letters.  The printing /mailing contractor also pre-prints and manages the inventory of an information brochure that is included in selected statements, as well as the mailing and return envelopes.  Additionally, it is common for the USTP to request the contractor to print one-time informational letters and insert these into every debtor’s statement package.  The contractor will receive an encrypted file containing data records to be printed on pre-printed “statement” stock once per month.  Each file will contain between 1 and up to 15,000 or more accounts to be processed.
