Background

The Office of Intelligence Operations (OIO) is requesting information from the private sector on its capabilities to support the modernization of the United States Bomb Data Center’s (USBDC) Bomb Arson Tracking System (BATS) modernization effort to reengineer the BATS applications into a single application. BATS users include Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), federal, state and local fire investigators and police officers.

BATS is a direct reporting tool used by the USBDC. Since March 2004, BATS has been designated as “Mandatory use” for all Federal agencies. BATS has detailed bomb and arson data capturing capabilities that allows users to create a bomb or arson profile using standardized language. BATS, the nation’s repository for arson and explosives incident information, is a complex relational database. It serves as an incident reporting system, case management tool and information system for Department of Justice (DOJ) and nearly 2,000 interagency partners and approximately 6,000 active users. The overall BATS modernization effort is critical to sustain operability of the system as BATS moves forward into the next decade of operations.

Existing System

The BATS application is reaching its End of Life (EoL) and the code is partly obsolete. The existing BATS application (version 9.1.2.X) is incompatible with ATF standard technology and architecture. The current BATS version is utilizing outdated Microsoft .NET 4.5 code that will not work with modern client-side technologies. The current version consists of two applications, a web form application for desktop usage and a Model-View-Controller (MVC) application built for mobile devices. The current BATS database is Microsoft SQL. The existing BATS architecture increases the difficulty and time the Government needs when responding to the requests of information it receives for its BATS bomb and arson data.
