The NATO Communications and Information Agency (NCI Agency) intends to issue an Invitation for Bid (IFB) for delivery of a Reinforcement Enablement Simulation Tool (REST) to Joint Support and Enabling Command (JSEC).
Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) within the United States, 2) hold an active Facility Security Clearance at the level of SECRET or higher, 3) be pre-approved for participation in NATO International Competitive Bidding (ICB), 4) be issued a Declaration of Eligibility (DOE) by the Department of Commerce (DOC), and 5) register with the NCI Agency’s eProcurement tool, Neo: https://www.ncia.nato.int/business/procurement/neo-eprocurement.
The NCI Agency plans to use the ICB Procedure for Lowest Priced Technically Compliant (LPTC) evaluations. A single, firm-fixed price contract is planned for the entire scope of work.
Scope: Software acquisition (COTS) as a baseline for configuration and adaptation will mainly include the following:
- Deliver a capacity to model and develop the RSN and analyse the network.
- Deliver a capacity to simulate and assess the plans feasibility for movement, transportation and sustainment flow;
- Consume CoreGIS Geo map service and provide a visualization feature.
- Integrate NATO and public data as reference for “static” information.
- Integrate NATO and public data as event or environment information.
- Establish interoperability with LOGFAS, CoreGIS, JOCWatch and NCOP and other relevant NATO systems (existing or future);
- Upgrade Recognized Logistic Picture to interface with NCOP.
The Project is expected to start on 1 August 2025 and end on 31 December 2026. Following Contract Award, the delivery of the initial baseline is expected in December 2025 (PSA), followed by a final baseline in December 2026 (FSA).
