OAMS seeks a contractor with the knowledge, skills, and abilities to continue supporting the OAMS line of business for Acquisition System Support as well as ARS support.

OAMS seeks a contractor with the knowledge, skills, and abilities to continue supporting the OAMS line of business for Acquisition System Support as well as ARS support. The contractor will serve as the OAMS application development contractor for ARS and will work with the PSC Operations & Maintenance contractor when changes to the ARS modules are needed. Any development work on ARS should utilize a Development to Operations (DevOps) framework that focuses on applying Agile principals to the development process and continuous feedback in the operations process that will foster innovation and improvement for product delivery.

The level of quality required by the Government is to:

  • Receive uninterrupted services and to maintain compliance with the following performance
  • metrics: maintain the availability to manage help desk and reporting service level agreement lead
  • times at 97%, maintain 100% accuracy rating on all user documents and account request information submitted.;
  • Provide support on major current Department initiatives, such as the HHS Electronic Invoicing
  • Implementation Project (E-Invoicing) and HHS’s transition to the Department of the Treasury’s
  • Invoice Processing Platform (IPP);
  • Provide expert support in the HHS Service-Oriented Architecture of PRISM and UFMS; and
  • As determined necessary by the Contracting Officer’s Representative (COR), be able to provide uninterrupted end-of-fiscal year support 24 hours per day, 7 days per week.

Goals:

  1. Provide Acquisition System Support and ARS Support for OAMS and supported acquisition offices.
  2. Adapt to changes in services agreements by the supported acquisition offices (increase or decrease staff).
  3. Support a continuous pipeline of enhancements and bug fixes of existing ARS modules.
  4. Support an uninterrupted transition from the incumbent contractor.
  5. Support OAMS in any new application development for both ARS and any other automations supported by the WorkSmarter Platform (e.g., RPA). OAMS currently uses an existing Contract …

The anticipated award date is Third Quarter fiscal year (FY)25. The anticipated period of performance is five (5) years from award including a twelve (12)-month base period and four (4) 12-month option periods.
