The 338th Enterprise Sourcing Squadron (ESS), at JBSA-Randolph, Texas 78150-4302, intends to award a firm-fixed price contract/Task Order on a sole source basis to Palantir Technologies (Cage Code: 470F5) under the authority of FAR 8.405-6(a)(1)(i)(B), Limiting Sources, as implemented by FAR 6.302-1, Only One Responsible source and No Other Supplies or Services Will Satisfy Agency Requirements.
The anticipated sole source award to Palantir Technologies (Cage Code: 470F5) will provide sustainment and maintenance support for the Force Generation Operations & Readiness Requirements Sourcing Tool (RST) + Data Ontology in support of Air Force Personnel Center (AFPC), Force Generation Operations & Readiness Division (AFPC/DPMW).
The anticipated contract Period of Performance will consist of a 12-month base period plus four (4) 12-month option periods. Contract performance will take place at JBSA-Randolph, TX 78150
Palantir Technologies was previously contracted under DLA Troop Support contract SOE RF SPE8EJ21D1020 on 13 Feb 2024 to complete an application migration from DISA to the Air Force Envision platform and develop a Requirements Sourcing Tool (RFS) + Data Ontology for AFPC. Palantir is currently providing sustainment support through Feb 2025. Envision is the Air Force version of the COTS software Foundry. Envision was
- developed by Palantir Technologies, under the Project Brown Heron initiative sponsored by SAF/CND.
- Foundry is a cloud-based platform that was built using industry-leading commercial product capabilities,
- Foundry is configured to meet Department of the Air Force (DAF) accreditation and compliance requirements,
- is a DAF wide program that has specific data sets within the platform that operate in both classified and unclassified realms, and
- has established connections to multiple data sources critical to the AFPC mission.
