The principal purpose of this requirement is to provide services needed to ensure the availability, integrity, reliability, and security of the functional capabilities for command, control, and support of space vehicles and their payload elements which comprise the Flight Operations Directorate (FOD) Mission Systems. The Contractor shall provide support to the Mission Control Center Systems (MCCS), Training Systems (TS), Space Vehicle Mockup Facility (SVMF), and other FOD mission systems environments to include operations, development, modifications, sustaining engineering, maintenance, information technology (IT), cyber security, and communications security (COMSEC). These services also include mission preparation (“Plan”), crew, instructor, and flight controller training (“Train”), and real-time mission execution (“Fly”) activities to support the Orion/Space Launch Systems (SLS) Programs, the International Space Station (ISS) Program, the Commercial Crew Program, the Moon to Mars Program, and future NASA programs and missions.

NASA will conduct this acquisition as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 541715 – Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The Small Business Size Standard is 1,300 employees.

This competitive acquisition will result in a Single-Award, 100% Indefinite Delivery Indefinite Quantity (IDIQ) contract with the ability to issue Cost Plus Award Fee (CPAF) task and delivery orders with the option to transition task and delivery orders between CPAF and Cost Plus Fixed Fee (CPFF) at the discretion of the Government. If or when the contract transitions to CPFF, Cost Plus Task and Delivery orders will be Fixed Fee.

The COSMOS Pre-proposal Conference is anticipated to be held on November 8, 2024. The notice is posted on the COSMOS Request for Proposal posting in www.SAM.gov and the COSMOS acquisition website: https://www.nasa.gov/johnson/jsc-procurement/cosmos/

NASA anticipates that all deliverables will need to conform to advances in law, regulation, and policy regarding the use of Artificial Intelligence and Machine Learning. In the event that such advances impact contract deliverables, Task Orders may be issued or revised to ensure that impacted contract deliverables are updated and resubmitted to comply with changes to law, regulation, and policy.
