THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. In accordance with FAR 15.201(e),

responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.

This RFI is issued solely for information and planning purposes; it does not constitute a Request For Proposal (RFP), Request for Quote (RFQ), or a promise to issue an RFP or RFQ. Furthermore, those who respond to this RFI should not anticipate feedback with regards to its submission; other than acknowledgement of receipt – IF a request for an acknowledgement is requested by the submitter. This RFI does not commit the Government to contract for any supply or service. Marine Corps Systems Command (MCSC) is not at this time seeking proposals. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party’s expense. Not responding to this RFI does not preclude participation in any future RFP or RFQ. If a solicitation is released, it will be via the Government Wide Point of Entry (GPE) at http://www.sam.gov. It is the responsibility of the potential offerors to monitor the website for any information that may pertain to this RFI. All submissions become the property of the Federal Government and will not be returned.

BACKGROUND:

The DE&I portfolio currently supports three teams. Logistics Digital Transformation (LDT), Advanced Technology Team (ATT), and Enterprise Logistics Support Systems (ELS2). The overarching objectives of the work contained in the base and Task Order (TO) Performance Work Statement (PWS) are to:

• Provide lifecycle Information Technology Services Support for the DE&I portfolio.
• Support and manage internal and external interoperability, which includes software integration/interoperability.
• Provide and maintain Cybersecurity support to the DE&I portfolio current and future Authorization to Operate (ATO).
• Provide capabilities to support Government requirements that are consistent with an Agile framework.
• The DE&I portfolio Future Initiative Services will entail analysis of related processes and methodologies to improve, refine, and streamline DE&I projects’ connectivity and capabilities. The services will support capabilities, services and systems using Application Program Interfaces (APIs) as well as containerized, cloud, and platform/infrastructure/software as a service construct; and planning and contracting for DevSecOps pipelines, that can be established quickly to meet emerging requirements or budget plus-ups while maintaining ATO and Continuous ATO.

DESCRIPTION OF REQUIREMENT:

This is a non-personal services contract to provide Information Technology Service Support (ITSS) to Data Environment & Integration (DE&I) portfolio in support of Logistics Data Transformation (LDT) projects. The Government shall not exercise direct supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government.

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and services necessary to perform ITSS as defined in the Base and TO #1 PWSs. The contractor shall perform to the standards set forth in the contract.
