The purpose of this task order is to acquire technical support services from a contractor team responsible for development and operations and maintenance of the Information Returns Intake System microservices (IRIS), and User Interface (UI). The contractor will work closely with the IR Mod Program Management Office (PMO) to update and deliver capabilities in alignment with the Strategic Product Roadmap to meet program objectives.

This effort aligns with recently published Internal Revenue Service Inflation Reduction Act Strategic Operating Plan objectives:

For the work described in this PWS, the contractor is strongly encouraged to utilize Artificial Intelligence (AI) enabled code development, testing, delivery, and deployment. The contractor should provide strategic leadership in determining how best to use and incorporate AI technology into IRIS/UI. The contractor will be expected to support any AI associated governance and assurance activities. Operationally, the contractor shall use AI capabilities to improve business reporting and analysis. The contractor should promote the integration of AI-based tools in delivering current and future IRIS/UI services.

The contractor shall comply with the following constraints, standards, and guidance (which may be provided upon request) for all efforts under this PWS:

  • IRS Internal Revenue Manual (IRM)
    • All current and future IRS Privacy Information Protection and Data Security standards (currently referenced in IRM 10.8, IT Security)
    • Current and future guidance on Systems Development (currently documented in IRM 2.5)
    • Current and future guidance on Information Technology (IT) Operations (currently documented in IRM 2.7)
    • Current and future guidance on Security and Privacy (currently documented in IRM 2.12)
    • Current and future guidance on Enterprise Architecture (EA) (currently documented in IRM 2.15)
    • Current and future guidance on Enterprise Life Cycle (ELC) (currently documented in IRM 2.16)
