FDA Sources Sought: Engineering and Application Support Services BPA

The U.S. Food and Drug Administration (FDA) is conducting market research for Single Award Blanket Purchase Agreement (BPA) for Chief Technology Officer (CTO) Engineering and Application Support Services.  The Food and Drug Administration (FDA) requires DevSecCXOps, Innovation, Modernization, and Engineering Services to modernize the IT infrastructure and application environments.

The FDA is seeking Small Business (SB) sources to determine the availability and capability of small business manufacturers or small businesses capable to perform IT project management, operations and maintenance, development, modernization, and enhancement, and transition support for the current FDA website support services.

The government anticipates establishing an ordering vehicle to acquire IT System Lifecycle Development and Management Support Services to potentially develop, maintain and enhance existing and future web infrastructure of FDA systems in the task areas as detailed in the attached draft statement of work (SOW).

Representative tasks to be performed by the Contractor are included in the following task areas below: The task areas are as follows:

2. Project/Task Order Management
3. Innovation Services
4. Cloud Computing/Cloud Adoption
5. Enterprise Architecture Support
6. Application Design and Integration
7. Prototyping
8. Infrastructure Modernization
9. DevSecCXOps Engineering Support
10. Endpoint Engineering Services
11. Microservices Development

The total duration of the BPA’s ordering period is anticipated to be five (5) years in total. Pursuant to FAR 8.405-3(d)(2), the ordering period will be comprised of a twelve (12) months base period, and four (4) optional 12-months performance periods. The total ordering ceiling value of the resultant BPA will be $100,000,000.00. **(Final dates will be provided with Award) **
