The Centers for Disease Control and Prevention intends to award a sole source contract to Nemours Children’s Health Foundation – Wilmington, 1600 Rockland Rd., Wilmington, DE 19803 for access to the Epic Cosmos electronic health record dataset.
The EPIC/COSMOS system, Epic and Cosmos, includes electronic health record (EHR) dataset from >240 million patients, and has penetrated all 50 states, making it the largest integrated EHR system in the US. It is updated in real-time and includes important features such as automatic downloading of vaccine data from registries and maintaining a link between mothers and their infants, which enables assessment of maternal-infant outcomes. The scope, scale, and speed of this database makes it ideal for quickly assessing real-world effectiveness questions, especially regarding potentially rare outcomes.
Access to Cosmos and Cosmos data cannot be purchased, and access can only be provided by a Cosmos-affiliated organization. No commercial organization would be able to provide access to this database.
This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). Nemours Children’s Health Foundation is the only source capable of fulfilling this requirement.  Interested persons may identify their interest and capability to respond to the requirement or submit proposals.
This notice of intent is not a request for competitive quotations; however, all quotations / responses received within fifteen (15) days of the issuance of this notice will be considered by the government.
