Update: DHS to set-aside $20M+ DHS SEVP Website and Strategic Communications Support RFP

Update: Small businesses are rejoicing as DHS recently announced that this soon-to-be-released 5-year solicitation seeking a contractor to provide a range of website, content management, strategic communications, and stakeholder outreach support activities to the Immigration and Customs Enforcement (ICE)’s Student and Exchange Visitor Program will be set-aside for small businesses. The incumbent in the contract is Guidehouse by way of its recent acquisition of Grant Thornton’s Public Sector Advisory unit. The RFP is still slated to be released in early August using the GSA OASIS contract vehicles and NAICS 541618.

Update: Those firms watching closely for the release of this 5-year solicitation to provide a range of website, content management, strategic communications, and stakeholder outreach support activities to the Immigration and Customs Enforcement (ICE)’s Student and Exchange Visitor Program, should note the expected RFP release date has once again been pushed to the right. While still expected to go out as unrestricted on GSA OASIS, the planned release date is now set for early August with an award to be made in early FY 2024

Last awarded to Grant Thornton in 2018, the focus of the next iteration of this Strategic Communications (StratCom) contract will be to support SEVP staff with the development and implementation of the strategic communications initiatives, including oversight of the Study in the States website and SEVP’s presence on ICE.gov, as well as efforts to improve site UX; development of full-service communication plans to educate SEVP stakeholders, and driving internal training to SEVP’s units, sections, and teams, while leveraging the SEVP External Training Application (SETA). Guidehouse has also been identified as an incumbent on this effort. 

The Student and Exchange Visitor Program (SEVP) is the Department of Homeland Security (DHS) program that administers the Student and Exchange Visitor Information System (SEVIS). It ensures that government agencies have essential data related to nonimmigrant students and exchange visitors to preserve national security. SEVP provides approval and oversight to schools authorized to enroll F and M nonimmigrant students and gives guidance to both schools and students about the requirements for maintaining their status.
