Leidos’ $2.4 Billion Cybersecurity Award Canceled, US Says – Bloomberg
The US Department of Homeland Security terminated for convenience Leidos Inc.’s $2.4 billion cybersecurity services contract issued under the Agile Cybersecurity Technical Security solicitation, a government status report says.
The termination follows Nightwing Intelligence Solutions LLC’s protest of the seven-year contract award, alleging Leidos won the contract with “insider information” provided by a former DHS employee. The department determined that its IT and cybersecurity needs “significantly changed in light of organizational changes and changes in priorities, unrelated to the protest, that have occurred since the ACTS solicitation was issued,” the US Department of Justice told the US Court of Federal Claims. Nightwing’s protest is therefore moot, the government told Judge Zachary N. Somers in a May 9 status report.

Details are limited at this time, but what we do know is that the Department of Homeland Security (DHS) is taking a new stance and approach after undertaking a review of the Agile Cybersecurity Technical Security (ACTS) contract. Details Below.
As expected, it has been determined that the agency’s requirements with respect to its IT and cybersecurity service needs have significantly changed in light of organizational changes and changes in priorities that have occurred since the ACTS solicitation was issued. This is unrelated to the protest below.
As a result of this review and determination, DHS has terminated for convenience the ACTS IDIQ contract (Request for Proposal No. 70QS0123R00000025) and associated transition planning task order awarded to Leidos, Inc., effective May 8, 2025. The agency does not intend to make another contract award under the ACTS solicitation but is conducting acquisition planning to determine the best means of fulfilling its future requirements.

For those watching this closely — it is does not look like there will be a quick resolution, BUT all parties have agreed to a ‘partial stay’ of the awarded contract that will permit Leidos to engage in transition-in planning.

Nightwing Intelligence Solutions, LLC has filed a protest with the Court of Federal Claims challenging a recent award under Solicitation No. 70QS0123R00000025 issued by the Department of Homeland Security.
Leidos, as the awardee, has asked to intervene as it has an interest relating to the subject matter of this action and as it wants to ensure its ability to protect its interest and no existing party (protestor or government) to this protest adequately represents that interest.
Barring the government agreeing to take corrective action, a tentative schedule has been outlined which has Oral arguments scheduled for May at the earliest.
